The file is not accessible for Windows. Rights, cloud wildcards, or file system issues may be involved.

Stop using a drive with unusual noises, read errors or data loss. Do not format, initialise or repair speculatively; seek qualified recovery advice.

Note the location. For cloud files, check whether the synchronization is running and for external drives, check the connection.
Try opening another file in the same folder. If shared by someone else, ask the owner for access.
Do not take ownership of entire system folders across the board. In the event of reading errors, protect important data and get specialist help.
